Timezone Ignored

When sending a request from an Azure server with a timezone of @"America/Los_Angeles" the result is apparently UTC. However the returned timezone is America/Los_Angeles but the actual times are UTC. Note that if I send my request from a local server it apparently picks up my configuration values.
